The Montserrat Customs and Revenue Services (MCRS), Inland Revenue Department (IRD),
is in need of a Property Tax software system. This system should serve the purpose of replacing
paper files for storing information on entities, such as properties, property owners and
payments, through the use of a database system. This system is also required to facilitate
processes such as owner and property registration and payment transactions. Additionally, this
system will be required to generate different scheduled and on-demand reports and notices.
Different levels of user permissions should also be established.
