The Government of Montserrat (GOM) has received financing from the Caribbean Development Bank (CDB)-United Kingdom Caribbean Infrastructure Partnership Fund (UKCIF) towards the cost of the Montserrat Port Development Project (Project), and intends to apply a portion of the proceeds to eligible payments under a contract for the construction of the Port Development Works. Payment by CDB will be made only at the request of GOM and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Grant Agreement. The Grant Agreement will prohibit a withdrawal from the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOM shall derive any rights from the Grant Agreement or have any claim to the proceeds of the Grant. The Ministry of Communications Works, Energy and Labour (MCWEL) is the Implementing Agency for the Project. MCWEL has retained Stantec Consulting International Ltd. (the Consultant) to assist with the coordination and execution of various activities associated with the Project, including the procurement process for the Port Development Works. MCWEL intends to pre-qualify Design-Build Contracting Services for the Montserrat Port Development Project. It is expected that Invitations to Bid will be issued in March 2020.
